Local capital market development is an important driver of economic growth.The Estonian capital markets are however inactive as both stock and bond market liquidity have been in a downward trend for the past ten years.
FinanceEstonia capital markets working group has developed comprehensive proposals on how to enliven local capital markets. The proposal document is available in English and in Estonian.

Diagnostic report on the Estonian capital market
The Ministry of Finance of Republic of Estonia (MoF) acknowledged the key recommendations of the local capital markets diagnostic.
The project was funded by the European Union via the Structural Reform Support Programme and implemented by the European Bank for Reconstruction and Development (EBRD), in cooperation with the European Commission’s Structural Reform Support Service (SRSS).
The key objective was to assist the MoF in performing a gap analysis against international best practice of capital markets. The assessment revealed favourable premises for further capital market development especially when considering the Pan-Baltic synergies and joint perspectives.
